The Indiana Housing & Community Development Authority (IHCDA) 2020-2024 Consolidated Plan & 2020 Action Plan Policy Drafts are now posted and are available for public comment. A public hearing regarding the policy drafts will be held March 17, 2020 between 3 p.m. and 4 p.m. EST at multiple locations. Public comment on the 2020-2024 Consolidated Plan & 2020 Action Plan Policy Drafts is due by April 10, 2020 and can be submitted to Samantha Spergel, Director of Real Estate Strategic Initiatives and Engagement at sspergel@ihcda.in.gov. Real Estate Department Notice: 20-14 2020 Consolidated Plan & Action Plan Policy Drafts and Public Hearing Pursuant to 24 CFR Part 91.115(a)2), the State of Indiana wishes to encourage citizens to participate in the development of the 2020-2024 Consolidated Plan and 2020 Annual Action Plan. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2020-2024 Consolidated Plan and the 2020 Annual Action Plan draft reports and allocation policies. The Consolidated Plan provides guidance for the allocation of those funds among housing and community development activities (e.g., economic development initiatives, infrastructure improvements, and homeownership and rental programs). The 2020 Action Plan includes a one year spending plan for the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program (HOME), the National Housing Trust Fund (NHTF), the Emergency Solutions Grant (ESG) Program, and the Housing Opportunities for Persons with AIDS (HOPWA) Program. A draft of the 2020-2024 Consolidated Plan and imbedded 2020 Action Plan will be posted on Indiana Housing and Community Development Authority’s (IHCDA) Action Plan Site. The Office of Community & Rural Affairs (OCRA) will have the 2020 Consolidated Plan available for public inspection prior to its submission. Members of the public are invited to review the 2020 Consolidated Plan during the hours of 8:30 a.m. to 5:00 pm EST., February 18, 2020 through April 10, 2020, at the Indiana Office of Community & Rural Affairs, One North Capitol, Suite 600, Indianapolis, Indiana 46204. Drafts of IHCDA’s 2020 CDBG Owner Occupied Repair (OOR), HOME Rental, HOME Homebuyer, and NHTF Allocation Policies may also be found on the programs respective webpages embedded above. IHCDA will be accepting comments on the 2020 Annual Action Plan, and the CDBG OOR, HOME Rental, HOME Homebuyer, and NTHF allocation polices through April 10, 2020.
