Yesterday, during an executive session of the DDRS Advisory Council, FSSA outlined changes the state will proceed with in how they operate Case Management. At its most basic level – FSSA/DDRS will use a different authority to operate Case management, moving to a contractor/vendor model via a 1915 (B)(4) waiver. In the email below, DDRS provides an overview and links to the RFS, released today. A few key points: DDRS will move to a 1915 (B)(4) waiver to operationalize case management services. The (B)(4) is the “selective contracting waiver” and it “restricts the provider from whom the Medicaid eligible may obtain services.” (Language from the CMS website). DDRS plans to launch the RFS, as opposed to an RFP, today seeking CMCOs who can both serve state-wide and respond to all the contract requirements. An award announcement is planned for 10/1/21 with launch on 1/1/22. During the waiver redesign process, we received feedback that improvements are needed in case management training and consistency, and that this should be addressed separately from other waiver services. With these identified needs and available approaches, we have started an initiative known as Case Management Innovation. This initiative starts with a request for services, which has been officially announced (at the link below) for the delivery of waiver case management services on the Community Integration and Habilitation waiver, and Family Supports waiver.
