As INARF shared last week during the member webinar, INARF submitted a proposal to DDRS to obtain additional fiscal relief for day and residential services providers. As a result of our advocacy, BDDS will soon announce an additional grant opportunity for providers of specified waiver day and residential services and providers operating group homes (ICF/IIDs). Grants will be awarded to eligible provider applicants to provide economic support to reimburse for certain expenses related the COVID-19 public health emergency and incurred monthly, beginning January 1, 2021, until the end of the crisis or all available funds are utilized. The BDDS HCBS Day Services, Residential and Group Home Relief Grant Program will be made available by BDDS to support HCBS waiver and Group Home providers in addressing increased COVID-19 related expenses related to the delivery of the following services: Adult Day Service (All Levels and Units) Day Habilitation (Individual and All Group Sizes) Pre-Vocational Services (All Group Sizes) Residential Habilitation and Support Hourly Residential Habilitation and Support Daily Respite Participant Assistance and Care Structured Family Caregiving Transportation Wellness Coordination Workplace Assistance Intermediate Care Facilities for Individuals with Intellectual Disabilities Note: OBRA Services (including Individual or Group Habilitation and Prevocational Services) will be addressed in a separate grant process. Expense categories covered in the grant will include: Compensation Related Expenses Unemployment Claims for Non-Profit Entities Increased employee benefits Unreimbursed COVID-19 Testing Expense Personal Protective Equipment (PPE) Expense Other COVID-19 Related Expense Unreimbursed November and December 2020 Residential and Group Home Services Expenses (may be claimed in application for January expenses only) The total amount of the grant will be capped at 4.2% of average monthly Medicaid claims processed for the period from March 1, 2019 through December 31, 2019. DDRS will offer an informational webinar on this opportunity in early February and INARF will share the webinar information with members as soon as it is available. We anticipate that the grant applications will open in early February, soon after the informational webinar.
