High Importance: Alternate EVV vendors must begin integration by October 1, 2020

As Allison Taylor and Michael Cook discussed during the August 28 INARF Member Forum, providers planning to use an alternate or third-party EVV system must begin the process of integrating their EVV system with the Sandata system no later than October 1, 2020 by submitting a request for testing credentials to EVV@fssa.IN.gov. Yesterday, IHCP released a bulletin providing additional detail and the full text from the bulletin is included below (highlighting added for emphasis).


Alternate EVV vendors must begin integration by October 1, 2020

The 21st Century Cures Act directs Medicaid programs to require personal care and home health service providers to use an electronic visit verification (EVV) system to document services rendered. See Indiana Health Coverage Programs (IHCP) Bulletin BT201855 for more information. The implementation date for requiring the use of an EVV system for personal care services has been delayed to January 1, 2021. The implementation date for requiring the use of an EVV system for home health services remains January 1, 2023.

For providers that wish to use an alternate or third-party EVV system, the IHCP is requiring that providers begin the process of integrating their EVV system with the Sandata system no later than October 1, 2020. As a reminder, all providers that wish to use an alternate or third-party EVV system must obtain approval by FSSA via email at EVV@fssa.IN.gov before submitting a request for testing credentials.

Providers that request to initiate the alternate or third-party EVV process after October 1, 2020, will be directed to use the Sandata State-sponsored EVV system and complete the Sandata system training to ensure compliance with the EVV requirement starting on January 1, 2021. The Sandata State-sponsored EVV system can be used to submit EVV records until the provider’s chosen system can successfully submit EVV records.

Providers can refer to the EVV Implementation Guide for step-by-step directions on using either the Sandata Statesponsored EVV system or an alternate EVV system. Providers are strongly encouraged to review the guide to ensure that the IHCP is receiving their EVV records appropriately.

The IHCP is working closely with Sandata on streamlining the testing process for alternate EVV systems. More information about this streamlined process will be available in an upcoming IHCP publication.
