On May 8 the Electronic Visit Verification (EVV) Stakeholder Group met to discuss updates regarding EVV implementation in Indiana. Inclusion of RHS Daily in EVV FSSA is awaiting an opinion from the Office of General Counsel to ensure that if the state decides to exclude RHS daily it will still be compliant with the 21st Century Cures Act. DDRS staff and OMPP staff appear to be in agreement that RHS daily should be excluded. Pilot Training for the pilot will start mid-June. The state will do a series of classroom and virtual trainings and is willing to speak with providers individually Providers using an alternate EVV solution and the aggregator will be trained using a self-training (not classroom training) Providers using the Sandata solution will receive classroom and web training There is a good balance between rural and urban participating providers for both Sandata and alternate EVV vendors Soft Launch After the completion of the pilot, OMPP plans to open up the EVV system to all providers in the early fall in a process called the soft launch. This will allow providers not participating in the pilot to implement EVV and test the system before EVV is required on 1/1/2020 OMPP encourages all providers to participate in the soft launch. Participating in the soft launch will not affect payment until 1/1/2020 when the EVV system goes live There will be training offered in the late summer/early fall to prepare providers to participate in the soft launch and implement the EVV system EVV Cost If you plan to use an alternate EVV vendor and connect your vendor-supplied solution to the aggregator for EVV (which will take your data and enter it into the EVV system) then there is no cost to use the aggregator. The state is still determining costs regarding the Sandata EVV solution General Updates OMPP is having initial conversations with FSSA audit regarding the audit process. OMPP needs to gather more information from the pilot to help inform the discussion Client signature or voice verification is still required. For individuals who are unable to sign or voice verify, providers may have to verify the exception each time the individual receives services depending on the system the provider uses Corrections to submissions - If a provider updates a previous submission, then the last correction is the one that becomes the final submission in both Sandata and the aggregator An over hour discrepancy between the billing hours and EVV hours (if it is under billed) will not stop the billing. For example, if there are 22 EVV hours but a provider bills for 20 hours due to staff overlap, then that will not stop the billing. EVV will only stop a claim if the provider does not record enough EVV hours to correspond with the hours billed. For example, the provider bills 20 hours but only has 18 corresponding EVV hours. There will be a DXC call center focused specifically on EVV The state is considering conducting town halls across the state on EVV OMPP is working on communications for individuals, families, caregivers, and providers Timeline Mid-June: Training for pilot July-August: Pilot (anticipated to begin July 1) Late summer to early fall: Trainings for soft launch of EVV system Early to mid-fall: EVV soft launch 1/1/2020 EVV system goes live If you have any questions, email EVV@fssa.in.gov and copy Sarah Chestnut at sarah@inarf.org.
