On December 5 the Electronic Visit Verification Stakeholder (EVV) Group met to discuss updates regarding EVV implementation in Indiana. There were numerous topics discussed, and a summary of the information shared is below. Please submit questions or concerns regarding EVV to Sarah (sarah@inarf.org) to be complied and submitted to the state. Sandata EVV & MVV System and Aggregator Updates The State has finalized some preliminary business rules and specifications for the Sandata EVV system and the aggregator Construction of the Sandata and DXC CoreMMIS environments is underway – they are currently designing and creating elements in both systems. The State will send out a communication containing updates regarding EVV implementation Testing of the Sandata EVV system and the Aggregator is anticipated to begin in January and be completed by March Matching of EVV records and CoreMMIS claims will be included in the testing. It is currently unclear how services billed as a daily rate will match with multiple EVV records generated by provider staff, but the Stakeholder Group emphasized the importance of troubleshooting this process during testing and piloting. The State plans to identify providers to pilot the Sandata system and the aggregator starting in March. If you are interested in participating, please inform Sarah Chestnut. The Office of Medicaid Policy and Planning (OMPP) will require signatures for EVV. If a client is unable to sign, an exception would be created within the Sandata system, and that exception would have to be cleared before the provider would be paid. OMPP is planning to meet with its Program Integrity Unit and FSSA Audit Division to determine auditing and compliance policies related to EVV The minimum reporting requirement for EVV for providers will be once per day, but near real-time will be possible. OMPP encourages providers to send in EVV data updates and corrections as they occur. Specific details regarding exceptions and submitting corrections are in development. Stakeholder Feedback and FAQs FSSA indicated that they have not received many questions from stakeholders regarding EVV implementation via the EVV@fssa.in.gov mailbox. OMPP continues to encourages feedback from providers and stakeholders regarding EVV implementation so that concerns, questions, and specific service scenarios can be considered during systems testing and piloting. The mostly frequently asked question received so far is regarding the pass through cost to providers of using the Sandata EVV system. OMPP indicated that an update may be included in the communication in January, but no update is currently available. When asked about consideration of increasing rates to providers to account for the pass through costs of EVV, OMPP staff stated that the pass through cost could be considered as part of the upcoming FSSA HCBS rate methodology project (see attached RFP 19-019 for more information) Communication and Training Plan Updates The State is developing an Indiana Medicaid EVV webpage where bulletins, FAQs, and resources will be posted Providers will need to complete EVV training in a learning management system in order for the state to confirm and track which providers have completed training. Additional plans regarding provider training are in development. Reference materials for providers will be posted on the Indiana Medicaid EVV webpage FSSA staff have begun initial internal conversations regarding communication to Medicaid members and families, but no specific plan has been developed. Potential communication options identified so far include: Education by Case Managers - INARF indicated to FSSA that this might be one part of the plan; however, FSSA staff are better suited to consistently answer questions and concerns regarding EVV.
