On Friday, May 4, INARF staff met with several representatives from the Office of Medicaid Policy and Planning to discuss electronic visit verification (EVV) implementation in Indiana. Please be attentive to IHCP bulletins over the next week as a release of a bulletin on EVV is expected. This is our understanding of the planned efforts around EVV implementation and compliance: The state’s contracted claims processing provider (DXE) will be entering into a partnership agreement with a vendor who will provide software which will aggregate billing from waiver providers and EVV information from waiver providers. In order to have a claim successfully paid their must be EVV information that matches up to the billing information. The billing information and the corresponding EVV information must be submitted during the same billing processing period to process correctly. The DXE provider will provide application software that will record the required EVV data including geolocation data. If the application is running on a staff cell phone/electronic device and internet data service is not available, the app will request certain information and it will then store that data and upload the information when cellular service/data access becomes available. This application could be available on computers if the service location is a fixed location such as facility based habilitation sites. Since this solution assumes some use of staff cell phones and staff cell phone data usage, we asked and were told there is no plan to reimburse providers for the use of staff personal phones/electronics and cellular data. Based on this information INARF requested a meeting with OMPP and the INARF EVV stakeholder group in the next couple of weeks. This next meeting of the stakeholder group will be an important part of the process where detailed questions around implementation can be discussed along with potential solutions. For example, some providers may have systems that already provide geolocation data and in these cases could the provider send the data to be aggregated by the vendor without the use of the planned application software? Again, it appears OMPP has made some general decisions around EVV implementation so we wanted to update members with the most current information as soon as it was available.
